Throughout the pandemic, public school staff and student safety has been a considerable concern. The federal government has provided relief packages for school districts who wish to improve the safety of their schools. Learn how school districts can obtain air purifiers through the ARP Act in 2021.

As schools prepare to reopen in fall 2021, many districts are requiring improvements to the Indoor Air Quality (IAQ) inside their buildings. A federal watchdog group published a Government Accountability Office report in June 2020 which found that 41% of school districts needed to update or replace their air filtration or ventilation systems, and that clean air in schools “reduces absences and improves productivity.”

The importance of IAQ in schools

In addition to increased transmission of viral diseases, students’ safety, classroom performance, and overall wellness can be threatened by pollutants such as molds, dust, and fumes. According to the EPA,

“Good indoor air quality contributes to a favorable environment for students, performance of teachers and staff and a sense of comfort, health and well-being. These elements combine to assist a school in its core mission — educating children.”

Poor IAQ can lead to a variety of respiratory and other concerns such as asthma, allergic reactions, congestion, fatigue, dizziness, and coughing or sneezing. Importantly, poor indoor air quality can also cause discomfort, which affects students’ ability to focus.

What is the ARP Act legislative package?

Since the onset of the coronavirus pandemic, there have been three stimulus packages specifically geared towards K-12 school safety. The ARP Act is the most recent package.

  1. The Coronavirus Aid, Relief, and Economic Security (CARES) Act To assist schools in purchasing PPE (personal protective equipment) for teachers and products to sanitize classrooms.
  1. The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) To provide supplemental budgetary relief as was initiated by the CARES Act.
  1. The American Rescue Plan (ARP) In March 2021, an additional package was passed to help schools’ efforts to safely reopen by improving indoor air quality in school buildings.

The ARP Act’s Elementary and Secondary Schools Emergency Relief (ESSER) Fund has funding available for inspection, testing, and maintenance of current ventilation systems, purchase of air filtration units, and new filters for HVAC systems. The Governors Emergency Education Relief (GEER) funds, which was instituted under the CARES Act, can also support these measures.
